Introduction of a CO2 tax
A CO2 tax is being introduced for industry. This mainly relates to greenhouse gas emissions from and for industrial production and waste incineration. The charge will be levied primarily on installations covered by the EU ETS. It will also be levied on waste incineration plants and plants with substantial nitrous oxide emissions. Part of the emissions will be exempted. This exemption will be phased out on a linear basis.
Reduction of the landlord levy rate
The government wants to oblige housing corporations to lower the rents of tenants with an income below the income limits for the rent allowance. They will receive a concession in the form of a reduction in the landlord levy. The rate is reduced by 0.036 percentage points.
Expired postcode rose scheme
The government proposes to replace the Reduced Energy Tax Rates Scheme, known as the Postcoderoos scheme, with a subsidy scheme. Due to a number of developments, the cabinet has reconsidered the stimulation of cooperatives through the Postcoderoos scheme. The Postcoderoos scheme expires on 1 January 2021.
